A Census Variation Staffing (CVS) model has been used successfully on all nursing units for 4 years. Historical data and nursing hours per patient day (NHPPD) are used to determine the staffing needs of each unit on a daily, shift-by-shift basis. CVS has been heralded as the single largest factor in the hospital's consistent profitability--averaging annual savings of $485,100.

Very little has been reported about costing out nursing services in emergency departments. In this study, an emergency care unit (ECU) worked with consultants to adapt the hospital patient classification system to provide more accurate ECU service charges for nursing care.

A survey of 390 hospitals across the United States indicated that extended waiting times in emergency departments lead to general over-crowding that results in increased nursing care time and client dissatisfaction. Several successful strategies for reducing both waiting and turnaround time are suggested.
