Establishing criteria for evaluating health system reform proposals.
Effective proposals for health system reform will need to address the many complex issues facing medicine. Piecemeal approaches to health system reform are not likely to succeed. The Health System Reform Index may be a useful instrument for evaluating the scope and potential success of proposals that address critical issues in health care.

A summary: your society's health care reform proposals. Pennsylvania Medical Society Long Range Assessment Committee.
The State Society's Long Range Assessment Committee has been working for over a year to develop viable proposals for health care reform in Pennsylvania. Throughout the process, the Society has acknowledged that achieving consensus even among its members on many aspects of this complex issue will be problematic. However, the Society's primary goal in developing, disseminating, and getting input on these proposals is to make physicians' voices heard as the vital process of reforms begins.

New employment discrimination law: finally, protection for physicians!
The federal Americans with Disabilities Act provides employment discrimination protection for handicapped or disabled people. However, a Pennsylvania statute amended in 1991 provides startling new protection for physicians. This article is intended to address only the responsibilities of physicians as employers and their rights as disabled individuals under state and federal law; it is not intended to discuss patients' rights.

Medicare payment reform became effective January 1, 1992. One aspect is monitoring by Medicare carriers of payment reform initiatives and physician compliance with these initiatives.
