AbstractCommunity health councils (CHCs) are the local 'patients' watchdogs' for the NHS. CHCs were set up by the Government in 1974 to monitor and review the NHS and to recommend improvements. They are independent of local health authorities and trusts and are concerned with all aspects of the NHS.
