AbstractThe Welsh Principality has a health service that is separately managed from that of England. Its director, John Wyn Owen, chairs a Welsh Health Planning Forum which was established in 1988 by the Secretary of State for Wales as an advisory subgroup of the Executive Committee of the Health Policy Board of the NHS. Its role is to give expert advice on the planning of health services. In November 1989, the Forum launched what is likely to become a landmark document in Welsh NHS history. Strategic Intent and Direction for the NHS in Wales is reproduced here in its entirety.
