AbstractThe U.S. National Institutes of Health has proposed making reports of NIH-funded research freely available six months after their commercial publication. We show why this proposal is a step forward but far from a solution to the problem. We also refer readers to a micropayment idea we developed that might ease some of the remaining problems.
