    AbstractDespite an announcement that millions of uninsured Americans would soon qualify for "affordable, quality healthcare coverage," a top insurance industry executive says states face daunting odds in meeting the Patient Protection and Affordable Care Act's deadlines. The ability of federal and state health insurance exchanges to begin enrolling millions of consumers in nine month "seems challenging," says Stephen Hemsley, UnitedHealth Group's CEO.
